Instead of a giant guillotine blade they could just make a giant platform that goes up and down on the outside of the building.

I've been fantasizing about moving to Spain lately. Apartments in the center of the best cities in the most fun neighborhoods are around 70-80k euros. I'd guarantee they'd go up in value.
