It won't stop until they bring the participants up on trespassing, breaking and entering, assault with a deadly weapon, kidnapping, armed robbery, child endangerment, and nab all of the city officials on conspiracy and RICO charges as well.
Short of this, all inhabitants of the city should consider them guilty of such charges and refuse any and all services to these individuals.
