If it was a legitimate "want", then I might understand. After all, suppressing such a thing can lead to serious mental health problems, which could cost us much more in the long run. If he had expressed such a desire for years prior, then I'd consider it.
But . . .
Judge - "Guilty. Sentenced to 35 years."
Manning - "OK. Did I mention that I want to be a woman?"
. . . doesn't really sound like an urgent matter.
Sure, he's dressed up as a woman before. But, this is the first time we're hearing about it? Not enough to warrant such a thing.
