they aren't setup because they don't have them. it does not take a year to set up a mobile SAM platform. that's why they're MOBILE and not stationary installations. that would literally be the worst design flaw ever. the only possible explanation is that they're shipping them in part by part which is functionally the same as not having them. no, either they don't have them, or they aren't nearly as effective as you keep making them out to be.
might i add that we shipped a patriot system to jordan for joint military exercises recently and it was ready to use immediately? in fact, jordan requested that we leave it there for defense purposes. weird that it takes the russian knockoff a year to be combat-ready.

Has it been proven that it was Assad who used/ordered chemical weapons. And not, say, the rebels?
