Personally I think mass shootings etc are the product of a society that doesn't really provide much opportunity for self-actualization and subordinates the interests of most individuals toward indulging the interests of a narrow segment of decision makers.
These are stunted people who are lashing out at "society" which to them is a faceless entity that, at least according to their own perspective, has wronged them time and time again.
It all comes out in the wash. We really should seek to create a society that is more caring about the the interests and well being of it's constituents if we want to reduce outbursts of rage induced violence. At the very least this would entail providing some sort of solution to the problem of millions of mentally ill people who never get any help with their condition, or who only get care that is so substandard that it is basically useless.
