If you delayed the individual mandate you'll only sign up the old, poor, and sick people who will see cost reductions. The young, healthy folks partially subsidizing their coverage aren't going to sign on until they have to (and many will probably pay the fine for the first year). Democrats are not going to give that up.
If Republicans dropped that and focused on the congressional "exemption" Democrats would be forced to give in (very likely) or leave themselves open to some brutal attacks ("Democrats would rather shut down government than follow the same laws they're forcing on the rest of us."). That way Republicans could say they won.
Democrats could say that the exemption doesn't really exist, and they'd be right, but the average American isn't going to be able to understand. I don't see Republicans giving up without something they can bring home and call a win.
