Except for a few choice school districts that garner public attention every year, the main problem is not teacher unions. Education is run by politicians and bureaucratic entities with no ties to teaching. Education has a higher turn-over rate than most professions. We have a huge administrative system. In large school districts there can be upwards of 500-1,000 district jobs.
