Basically there are three ways to express power:
"Condign" (based on force),
"Compensatory" (through the use of various resources)
or "Conditioned" (the result of persuasion)
Even though totalitarian governments use mainly condign power and the US mainly uses conditioning to expedite desired results the fact is that both of the ideologies require resource sharing for the day to day running of society and it is from within the domain of compensatory relations that consensus can more easily be achieved and power expressed. And make no mistake consensus is truly how power is expressed. The greatest power is the mass of people. They just aren't conscious of this fact and that is because the various management techniques that have been employed throughout the course of recorded history that are specifically designed to hide this fact from them and organize only a small cadre to keep the others under control. However advances in communications technology are making that less and less viable as global society develops.
So really force and conditioning can be removed from the equation, they really serve more to interfere in the smooth functioning of human society than anything else any way. And since this is the case a just society is entirely possible.
