Looks like they put a sign out there but otherwise it is exactly the same as it usually is. Clearly the trash is being picked up, the grounds are being maintained. It's a plaque in a park that you look at as you walk down the sidewalk, so there are no employees to speak of.
This "shutdown" is completely symbolic and doesn't represent a struggle between two opposing viewpoints. It is a dramatic production with specific purpose of generating public acceptance of recent impositions into the domain of personal autonomy by government and corporate power.
It's a passion play in which bumbling evil is defeated by the forces of rationality. Pure propaganda because neither side will ever "win" and resolve any of these issues and even if one side was able to win they both have the same corporate backers who have hedged their bets by buying both sides.
It's a public spectacle, the modern version of throwing defeated enemies to the lions in the colosseums of old Rome. It helps define the political views of ruling class for the public. It shows why they made the decisions that has been made for society. (from the perspective of the ruling class of course)
