Besides getting your railways into shape where they could actually produce descent transport at even cost, would be several space programs worth of effort.
That's not to say its a bad idea, its just even if started tomorrow with billions of investment it would take a while till it had any serious impact.

problem is trains in the US are targeted towards freight. all other traffic has to work around that. the solution is a separate rail line when appropriate which no one will go for, ever.
