That's very true. I met a black dude who told me all about gaming the system. He was on food stamps, SSI check, free gov't cell phones (yes, plural) and reduced income housing. He was diagnosed as mentally handicap because he is a "slow learner." So he in turn gets free money from the gov't every month for doing nothing. His phone is paid for (and he told me he had 4 Obama phones at one time and told me how to get that many), his rent is almost nothing, his food is paid for. Literally the only thing he has to pay for is the subscription to his cable provider. All because he is a "slow learner." I told him that I promise I could teach him to dig a ditch and work and he said, "What, are you crazy? I don't want to work!"
And therein lies the TRUE problem.
