I don't think you'd have to slaughter hundreds of thousands. Start small, and deliberately escalate. Apply pressure on the right groups. This shit actually works. The Nazis faced lots of resistance in France, Serbia, etc. - so they said they'd kill 50 Frenchmen or Serbians for every German soldier lost, and guess what happened? The populations turned against the resistance until it looked like Germany might actually lose the war - a scenario that is literally impossible in this case.
About 10,000 French resistance members were KIA, 25,000 shot, nearly 100,000 deported (of which 80,000 died in camps). They were handed over to the Nazis in droves.
