Not really.
The goal of communists is to implement social democracy and then gradually expand upon that, democratically and peacefully.
As more and more people favour socialism, it appears to be working.

What do you mean by limited government?
You seem to want to put more power in the hands of local communities. That doesn't necessarily limit governmental powers. Nor is a limited government capable of handling the type of issues that inevitably arise from modern society.
The environment? Just going to let people do whatever, then put the costs of fixing the problems on the community? How about criminal law - are we going to be repealing all the legislation that prohibits monopolies and price-fixing, etc.
