Nah, congress outlawed it in 93. But again, once you have a monopoly, you can bully everyone else to keep them from coming it. It's why Comcast all of a sudden offers much lower rates when fios comes into town. Most of the time competitors don't even bother given the cost to build necessary infrastructure.
