So then why does he still have the phone option? It's the same infrastructure. If they don't want to maintain it, why are they still offering phone?

Nah, congress outlawed it in 93. But again, once you have a monopoly, you can bully everyone else to keep them from coming it. It's why Comcast all of a sudden offers much lower rates when fios comes into town. Most of the time competitors don't even bother given the cost to build necessary infrastructure.
