Both excellent points. The clear issue is that there is a fundamental incongruity between preventing rape, and preventing false rape accusations. Bottom line is accusations would go down if those who falsely accuse were aggressively prosecuted for trying to ruin someones life like that. But if you start making actual rape victims worry about prosecution if their charge ends up seeming bogus, you will have fewer rape victims actually reporting rape.
I don't think you can punish the woman in such bases, and rather the best approach is to try to protect the anonymity of men until they have had their day in court.
