A lot of people's behavior depends on other people. This guy looked around, saw that there was nobody there...and then did a disgusting thing. If a dozen people had been standing there, he'd have def helped the guy off the tracks, and would have been celebrated as a hero on the evening news.
When you watch the footage though, you can almost hear the wheels turning in his head. At first he rushes up just as the guy is falling, because his first impulse was to try to help. But then, as he looked down on the helpless guy laying on the tracks...he stands there a couple beats, looks around, and then jumps straight down to rob the guy.
