Actually I think fines would be the appropriate remedy for peaceful possession of a firearm in ones home, not being arrested. Taking it out of your house would result in criminal sanctions and use in a crime results in home run sentences (violent criminals with guns can replace drug-related prisoners).
Hefty civil fines and harsh criminal penalties, that's the ticket. One generation and gun violence would be substantially reduced.
