It is a choice, there is no doubt about it.
If you don't want to be required to undergo chemical sterilization, in order for the State to avoid having to pay for any more of your children, than you can take responsibility for impregnating a woman and help her pay for the child, to the extent that you contributed to her pregnancy (50%).
If you don't want to pay for the child, you must then take responsibility for that decision by undergoing a non-invasive medical procedure, to be discontinued at a time of your choosing.

Wait, there's actually a pill guys can take and not get women pregnant, then just stop taking it and be able to procreate? Why don't I know about this?

They call it chemical castration. Most frequently used on child sex offenders. You don't know about it because there are other ways for men to avoid pregnancy, including condoms, vasectomies, etc.

That makes it sound kind of like more than just sterilization. Also doesn't sound easily reversible.
