A good and inevitable ruling. The second is confirmed as applying to the states and to be an individual right. So the right to keep and bear arms must not be infringed. Even with the assertion that the right is not absolute, such restrictions will have to pass some strict criteria. We would never allow "proof of need" on any other right.
