You mean how can we possibly make it so that cops can't bust down your door without first requiring you to own the property? I'd go check with people who rent apartments. Cops don't apply for warrants against the property owners, they apply for warrants against occupants.

I would likely grant special privileges and legal protections to that which is identified as a dwelling. You know... Like what already exists... Ownership would be consolidated in the state, that state would recognize the active utility of a particular real property, confer upon it the title of "dwelling," and thus be obliged to follow certain rules when entering or searching it. Done.

Property is such a complex topic because it's a relatively recent social development that stems from flimsy historical claims of proper ownership. The term 'landlord' refers to the feudal proposition that powerful families owned large swathes of land and could thus subject any tenants on that land to their dictation. This ideology wasn't limited to the Middle Ages - there's plenty of historical records that indicate Euro-Asian societies operated around this assumption for thousands of years.
