It's far cheaper to pipe water in than move people out.
Similar argument could be had for most areas:
New Orleans (or other Gulf or East coast city) - "another hurricane is bound to come, so why should the country pay to rebuild"
Colorado Springs (or other drought-prone city) - "It's just going to dry out and burn again"
Philly (or other NE city) - "it'll just snow again next year"
Kansas City (or other mid-west town) - "we'll just have more tornadoes"
