80-85% of California's water is used in agriculture. California was a great place to farm back when there was an abundant supply of water, but now the supply is drying up. Now you've got little towns down river that are at risk of being cut off in order to keep water flowing to farmers who chose to plant their almond trees or whatever in a desert. Keep the people, let the farms dry up and move back to the rust belt where these jobs used to be.
