Just to be clear:
The American people (well, the minority of them that vote, anyways) are responsible for electing a president. After that point, he does pretty much whatever he wants, and thus we have no control over foreign policy whatsoever.
All we can reasonably be responsible for is voting for whoever seems likely to do the least damage. We can't be responsible for what they actually do, as we have no control at all over that.
What we'd need to carry responsibility is direct democracy, and that's just not going to happen.
