Spider is correct. Something needs to be done one way or another. It is a blight on your country, like Canada's native reserves.
Returning it to agriculture makes a tremendous amount of sense. If I were a millionaire I'd be buying up as much as possible, tearing most of it down and thus helping create scarcity, and building urban farms (which have huge potential on their own). As the value of your other properties goes up, you'll be making big money. Houses that you buy for $100 and sell for even $15,000, which is the average cost of a Detroit home, would net you astounding profit. And the best thing is that you could probably get away with paying next to no taxes, assuming you are buying enough and the city isn't completely retarded.
