The pittance was aimed at the minimum wage as opposed to the take home pay, it wasn't meant to be disparaging. And agreed on both minimum wages being raised, ours is too low too, hence i agreed with the living wage proposal in the OP. Yea I'm sure it does vary state to state. It varies country to country too, as you've already established. I'm unsure what tipping is like in the rest of Europe. But the UK average is 10%. Given the basic rate of pay is higher than the US federal minimum, the take home pay here would probably be higher in comparison. Then again in the highest paying states the opposite probably occurs. In regards to taxes I doubt most of them will be taxed much (if it all) on income here due to the tax threshold. I reckon average take home pays (tips included), is probably pretty even.
But back to my original point, I would definitely tip more if I knew someone was on less pay, hence I came up with that opinion. I definitely don't think it's down to anyone being 'cheap'.
