Dharma doesn't have to feel comfortable with racial humor. Our experiences in life shape our sense of humor, and he may have experienced certain things that make racism a topic he can never find humor in.
However, everyone should have the understanding that racial humor has a long history with every race and ethnicity in ways that are not negative. As they say, laughter is the best medicine. Finding humor in the darkest aspects of humanity has always been one of the more effective ways to cope with all of the ills of the world.
That said, no one should be insulted for not feeling comfortable with this kind of thing either. It's a personal thing.
