The "Zombie" part of it is just for fun. There are plenty of pandemics that could (conceivably) make people unable to get their own food, inhibit all forms of personal locomotion/transportation except walking, severely restrict the types of foods that a person craves, make them unable to communicate their needs/wants to others, etc. Basically, make them kinds like zombies. But, the goal of this exercise isn't to shoot them, it's to treat them. Or provide security. Or whatever is needed during a real emergency.
