Who could of moved? Atta lived in Germany for quite some time, but he wasn't interested in his host culture, and thus wasn't interested in the democratic principles it had to offer, he also came from a culture where participation in politics was a zero sum game.
It's true about the Boston bombers, however, you could say the same about Ted Kaczynski or Timothy Mc Veigh.

I wonder how people would feel if the ISI could be directly connected to 9/11. There's a lot of circumstantial connections out there if you start looking hard, but it's difficult to wrap the bow around them. Start with their actions during the Clinton admin and move up till two days prior to 9/11 with the "interesting" timing of the death of Ahmed Shah Massoud.
