Because the real world doesn't magically align skill sets with jobs, and people who suck at one point don't necessarily suck at another. Further, paying especially well as a general rule is more expensive as paying especially well when circumstances warrant.
Merit pay allows those who are truly exceptional to make more, which prevents them from fleeing to private schools with bigger overall budgets.

It's pretty obvious these shitlibs view teaching as a make work program for low performing college grads. Educating the child is a secondary consideration. Job well done.
