It's as if Philly isn't a one-issue voter, and might have decided other issues are more important than education.

Education is important, but this contract was fine aside from retroactive pay. They should get 5 years worth of raises starting this year, just not retroactively.
It also reformed the evaluation system to make it more "simple" but I don't know what it's really gonna look like so jury out on that.

If you are worried about the percentage of increase of your salary compared to others, you're already culturally dead as an employee, and mostly a leech instead of a contributor to an efficient organization.

If the company hasn't instilled confidence in you with regards to where you are headed in terms of title and compensation, and thereby made you confident and centered as an employee, the company has issues, you have issues, and no good will come of it. Employees who are looking around to see what others are paid, have already had a series of destructive experiences, and are either no their way out, or aren't competent enough to find themselves work for a healthier organization.

Most workplaces are shark tanks. The average person I work with is nice and sociable, but I have no doubt they would kill me and eat my heart raw if they thought it would advance their careers.

I guess my point is I'm not sure healthy organizations are very common.
