She's just citing the CBO's estimates on long term deficits and explains her concerns regarding any long term developments. This still comports with short term fiscal drags as we restrain government spending...which coincidentally, in this same speech, she talks about. These items aren't mutually exclusive.

In any event, I couldn't find any reliable news sources carrying that quote.

I just can't understand why the CBO even bothers with "long term forecasts" anymore. They say things like, "In 10 years, blah blah will be our situation." 10 years? That's a new President and probably new 1/3 of Congress. Ain't no way that current policies will be in effect at that point, which renders any projection moot.
