Those would be the states you hear about with huge budget shortfalls.
No surprise, the biggest offender is California and 5 of the top 6 are blue states:

These are the ones that don't depend, or depend the least, on gov't handouts.

If they have the largest budget shortfalls that means they NEED the money, they just aren't getting it.
If you are in debt up to your eyeballs and are spending way more than you have but then brag "But I'm not borrowing from anyone!" What are you really accomplishing?

welfare states are terrible. They only exist as a compromise with reality to allow further commercial exploitation
