I'll admit I am torn on this issue. If a protest is peaceful, then these drones are certainly an encroachment on the protestors right to gather. However, if a protest escalates to a violent level, it becomes a question of do you risk sending in police officers which will put them in direct danger, or do you do what the military does in protecting its ground troops and air force by using unmanned drones? Tough call as I can see both sides of the argument here in regards to riot control. As for your other examples, I agree with you 100%. Drones don't need to be reading my license plate. Let investigators to their own ground work.
