There is only one way to approach this question, and it is evidence. That's it.
A religious person accepts that certain pieces of evidence are true.
An atheist argues that none of the evidence is true.
An agnostic argues that all of the evidence presented is thus far untrue, but that it could in fact be true.
Obviously agnosticism is the inferior philosophy, since it first rejects all evidence, then argues a position based upon a lack of it.

the issue is that atheism is based on the scientific method, and agnosticism is based on metaphysics. water and oil, ultimately.

That's a good way of putting it. Atheism is the rational assessment of facts. Agnosticism is the refusal to dismiss any argument that cannot be disproven. Although in these cowards cases, they dismiss plenty of those arguments, for literally no reason at all.
