Most stalking victims, I've read, make a report over the phone, and never have any police response unless it escalates to a different crime. I'll have to find that link for you. So if you're a stalking victim, you might be told to write down license plates and keep a diary, but that just isn't enough for a conviction. It as almost as if the police think it can be resolved simply by talking to the accused or trying to intimidate them with a charge.
