If it was cost-effective to replace Western crops with domestic ones, they'd have done it already. Something tells me that either, A) they don't have the means to increase production (shorter season, not enough farmers, not enough equipment, etc.), or B) it's more expensive.
Either way, I think this was a bad, bad move.
