Yeah, if the Islamic State can create a new state by declaration why can't Palestine?
That is because HAMAS seeks to work within the framework of the westphalian nationstates created by western colonial powers and imposed around the globe. They want to be accepted as a legitimate entity into the community of the western nationstates, but under fair conditions.
Islamic State, on the other hand utterly rejects the concept of the westphalian nationstate on the ground that it is a western imperialist construct. They don't care if we recognize them as legitimate, because they do not view us as legitimate.
Therein highlights the ideological and political difference, which is vast
