Governor, definitely.
Other than the POTUS, a Governor is the 2nd most influential/powerful person in most people's lives. Most governors have far more power than the President (I mean power as in line-item vetos, cabinet appointments without approval, etc.). Also, because, under most circumstances, the state still has the final say in most regulatory matters, the governor is responsible for far more laws than the President.
