I don't really see how the cops did anything wrong by withholding information. Sure, they did other stuff wrong (crowd control, for example). But, what's the first thing that an attorney tells his/her client when they've been involved in some potentially criminal action (especially if they are the one who may be accused of the crime)?
"Don't talk to anyone but me. Especially, don't talk to the press."
They should have said, "The officer has been placed on administrative leave [desk duty/whatever]. We will not make any further comments as this is an ongoing investigation."
