This actually has a relatively easy answer. "Give them their Islamic state."
Why are groups like ISIS and AlQ so hard to counter? Because they are shadowy groups that live amongst the populace of a country. By day, they are fathers and breadmakers. By night, jihadists. It's almost impossible to find them before they do something, because they are like every other guerrilla group in history.
But, give them a state, and all of a sudden they are no longer able to move around in the shadows, being hidden by the populace. They have to settle in one place, and make themselves visible. Once they do that, if they act naughty, then it's relatively easy to smack them down.
