He was passively resisting arrest. He was not being violent in any way. Even the confederate good ol boy cops who used to bring out the firehose on passive resisters back in the 60's knew better than to choke people out.

I think many cops think if they all take a day off we will descend into anarchy and chaos. Although a few places are close already, I doubt it.
The hardest part of doing nothing is knowing when your done.
