Things have changed a lot since '71. Then they chose not to go out on patrol. This time they are going on patrol, just not arresting anyone.

I live in a town small enough that we all know the police chief and sheriff, by first name. However, if someone decides to resist arrest or get stupid, the people of this town are going to back the cops. If the local police here stopped writing ticket the impact on the city budget would be small. Now, a city the size of NYC? A 94% reduction in citations is going to have a major finial impact.
