As a person with a little experience with both management and marketing, I have to says that the two are not the same issue. The person running the site doesn't have to be an expert at , I mean recruiting new membership. We can all do that part by having good conversation that doesn't devolve into name calling and bashing. While bad moderators can kill a site, they can't build it. Users have to build it. Having just found this place, one of my fears as a "mayor" is that those who do not get the position will feel slighted enough to quit posting well though out threads. In my career, I'm not able to operate those giant presses, but I know the phone numbers of people who can. Managing is knowing how to enlist those that can to do what needs to be done. One difficulty here is that the admin can't use the easiest method, which is to just throw money at the problem. It's going to take a team to make it work.
