Because I'm already paying for the service???
If I pay for, say 20mbs down for a bajillion dollars a month or whatever they charge, how does it make sense for an ISP to charge me, and then throttle the speed and quality of the service unless another company pays them to deliver the content at the speed I'm already paying for? I already paid for it!
