So I guess what I'm saying is, if it was really for public safety, they would be out there at all times of the month in these "problem" spots. But they aren't. Only at the beginning and end of the month and I have NEVER seen them pulled someone over for speeding in the middle of town, which is right where our office is. We can hear them every time they stop someone and its usually for the vehicle looking fishy (rusted as hell with out of state plates) or for (most commonly) trailers in which the lights go out. Granted, we don't know why they stop everyone, but one look out the window and its usually pretty obvious.
If they were out there all the time slowing people down, I'd believe they were actually worried about public safety. Since they aren't, then yeah. Quotas.
