i don't think terrorizing the population with the threat of war and total war were the only options available
i guess it depends on ones perspective in regard to class struggle.
either way, it wasn't the workers in the US or the USSR respectively that were odds with each other. Their interests were actually aligned as they are fellow members of the same class, just as the interests of the elite in both spheres were aligned because they are members of the same class.
