Its also possible that our cornucopia civilization is allowing for increased survivability of apathetic and dysfunctional individuals. Some people just don't give a shit and want to destroy and layabout and drag along...simply because that's who and what they are. They aren't victims of a society that has failed them. They're just wastes of oxygen, no matter what century they happen to live in. Once upon a time they either would have been snuffed out by a far more violent, and far less generous and accommodating society, or changed their ways. But now there is just more room for them. More resources. More tolerance.
We can't engineer them out of society. They are just an ongoing expense we've chosen to bear.

We just need to utilize different policing methods. It's hard to do in a society that is both perpetually afraid of crime and just recently, of those attempting to mitigate crime's effects. "Go after that murderer hard! Hang him! Pedophiles? Rape them and take away their rights! They have none! Monsters!"
