Yeah it pretty much is. Especially for every day footwear.
sandals are an exception though. As long as it's not winter you can wear those anytime casually unless you're dumb and wear socks with them. If that's the case, end your life.

No bro, it's not that simple. Different occasions, different places, different tastes. Wing tips for example. I have some friends that rock them casually all the time, but that's not something I could pull off. When I go clubbing in Gainesville a clean pair of chucks are dressy, anything more would be out of place. In New York, you can't get into any club with chucks on. In the winter, nice boots are a lifesaver. But in Florida, wearing boots for non work related needs would signal you are a redneck.
