not only is "free inhabitant" just someone who is "not a slave" but it specifically says the "free inhabitants" can travel where they wish but must abide by the rules of each state, such as, have a drivers license in order to drive in the state of california. that's if you take the opinion that the AoC weren't superseded. Which would be wrong to think because the articles of confederation required full support by all states to amend, yet the constitution came into force after 9 of 13 signed up
