i think the worst part wasn't even that. i think the worst part was introduced under Reagan: civil asset forfeiture. it's what expanded the drug war. what it did was give financial incentive for local cops to relentlessly pursue drug offenders, with no conviction needed.

Blacks are arrested at much higher rates than whites regardless of the amount of drug use going on. This is born out by all the evidence, all the data, every study done on the question.
